403 Forbidden Error

I only see a 403 Forbidden error that says I do not have permission to access the site.
I created my site in September and it has been working fine since then.
I am using Dreamweaver for FTP.
I am a beginner with WordPress/Dreamweaver.
Here is what happened:
I downloaded a Plugin that required me to have a cache folder. I created the cache folder. I made the cache writable in Dreamweaver by right-clicking and clicking Set Permissions…
In WordPress, I was still receiving messages that the cache was not writable.
In Dreamweaver I made the parent folder to the cache writable. No luck. Eventually, I found the highest level folder (which was just named ‘/’) and made it writable.
Almost immediately, I was disconnected from my site.
Still in Dreamweaver, I clicked the icon with the two plugs to connect again and get an error message saying that my username/password is incorrect.
When I go into Manage Sites, the username/password I am using is correct. It is the same as I have always used, and it has been working fine till now.
I cannot view my blog. I cannot login to the Dashboard for my blog. Even when I go to the /wp-admin section of my blog, I get the Forbidden error.
No doubt, I shouldn’t have tried to make the ‘/’ folder writable. How do I undo what I’ve done?
