403 Error WP-admin

You may need to add the define(s) in the site’s wp-config.php file to force SSL on logins and admin sessions:

Administration Over SSL

adding this code:

define(‘FORCE_SSL_ADMIN’, true);

to wp.config.php did not solve the issues, it’s still 403

when i login with wp-admin i get the massage of
403
Forbidden
Access to this resource on the server is denied!

what can i do for this issue….?
