403 error when update to WP 4.5

I get a “403 forbidden: access to this resource on the server is denied” when I update my website from 4.4.2 to 4.5. This occurs almost immediately for the logged in computer here at work, throwing up the 403 page when anything is clicked on front or backend. The weird thing is it seems to happen on the office network first. I can sign in and view the website front and back on my phone though, using a different network and it seems that other users can access the front even when the work computer is throwing up a 403 page. This 403 error page eventually filters down to the unlogged in users but it takes around 24 hours.
I have gone through everything that I can think of; updated everything, deactivated all plugins, changed to 2016 theme, changed .htaccess, checked with hosts that IP is ok and whitelisted, it happens in all situations when the WP 4.5 version is installed. As soon as I restore from my 4.4.2 backup it stops happening.
Is anyone else experiencing this issue? I have gone through and it does not seem to be a common problem. Can anyone give me an idea how or why this maybe happening and any way to get round it?
The only thing that I haven’t yet done is a full manual install of the update. I guess this is my only course left.
