403 Error on all pages in dashboard

Hi all, I had some malware on the website so I downloaded the new version of WordPress and copied wp-includes and wp-admin and files in the root to the website directory but when opening the dashboard it showed that’s an error in the update.php file, so every section in the dashboard not open and give me 403 (pages, posts, plugins )… etc, So what can I do
