403 error in v4.4.5 and beyond

When I updated my version to 4.4.5 and also 4.4.6 my users can no longer access their downloads. This has been reported in other threads. A 403 error page is shown that accessing the file is forbidden. I do not have ‘Redirect to file’ turned on for any of my downloads. People download spreadsheets by clicking the links.
Rolling back to 4.4.4 fixes the issue.
