403 ERROR

I have been battling with the dreaded 403 FORBIDDEN PAGE ERROR all morning.
First i could not log in to my back end admin page which kept redirecting me to the 403FORBIDDEN page then i read that if i go to https://www.example.com/wp-admin/index.php it should work which it did. The problem now is, plugins.

While trying to install a new plug again redirects me to the 403 FORBIDDEN page
Also if i try to manually install a plug in, or update a plug in, it again redirects me to the 403 error
