A response status 401 happens when the request in unauthorized. This is likely a problem in your local configuration, either your application that requires authentication or CORS is not configured properly.
The other alternative would be that you have Internet Download Manager on the browser and it is preventing the scripts from loading correctly. If you do have IDM, can you please try disabling that and loading the PDF again.
