400 subscribers without a list.

Hello. I have a question about my subscribers that “don’t belong to a list”.
In the WordPress panel, if i click subscribers, then choose “subscribers that don’t belong on a list” which at first has over three thousand besides it. Like this
But then after i select it, it only loades around 450 subscribers, like this:
Here there are some people who are unconfirmed, and some who are unsubscribed, which i fully understand shouldn’t be on a list. But the majority (90%) are listed as subscribers. Why are they not on a list and can i import them back into a list?
I tried clicking on export and then selected the list which is named (not in a list) which says there only contains 1 person?? See here:
Why is the number of people not in a list so inconsistent? It jumps from thousands, to hundreds, to a single person depending on where i am in the plugin settings. And btw, if i try to export this single person, i get an error code saying “segment not found”.
My question besides why the amount of people is so inconsistent is also if there actually are people that are subscribers and don’t belong to a list, because in that case i would really need help to get them back into a list. 400 people is a lot.
