3rd level sub-menu items

I am working on a site locally, so I can’t provide a link. But I am wondering if it’s normal that I can only add level 2 menu items. In the theme’s menu customizer, I can add a level 3 menu item, but it won’t show up in the menu. Only the main level and one sub level are visible.
Is this normal?
