3D Secure Authentication

I want to know if it is compatible with 3D Secure Authentication protocol.

Indeed, the Stripe WooCommerce extension supports 3D secure. It is supported since version 4.2.0 of the Stripe extension. You can learn more about it here: https://woocommerce.com/posts/introducing-strong-customer-authentication-sca/

I am getting Stripe payments failures because bank is waiting for customer response to provide 3D security codes and not sure if payment fails because customer is not providing these codes or my pluging is not supporting this option or missing some configuration.

In this case, it seems the customer isn’t providing the correct 3D secure code generated by their bank for them.

In some cases, the bank did not use 3D Secure Authentication on the customer card. This requires the user to contact the issuing bank to use 3d Secure Authentication. If the user does not take further steps, then the transaction will be terminated.
