As per Eway’s support documentation, it supports 3D Secure as of version 3.0 of the plugin.

3D secure 1.0 does not equal 3D secure 2.0. They are different things. I’m wanting to know when they will support 2.0.

To clarify, Eway supports 3D secure version 2.0 you can check the extension page, under the Integration Features section, at: https://woocommerce.com/products/eway/

Please note that Eway extension uses the “Transparent Redirect” method, which comes with 3DS 2.0 you can check the documentation here.

Is 3DS 2.0 enabled on your Eway account? If so, that should work.
