3.7.1 404 Error on Admin Pages

Usage type: personalI upgraded to WordPress 3.7.1 and now receive a 404 error when I visit my plugins.php page and my themes.php page will not allow me to change themes to see if that is the problem. I have done the following to try to fix the error:
I used an FTP program to deactivate all my plugins. This allowed me to access the plugins.php page, but activating any of the plugins returned me to the 404 page.
I deleted all my plugins. I can now see my plugins.php page, but when I try to search available plugins to reinstall them I get the 404 error page.
I deleted and used a fresh installation of WordPress, minus the htaccess, wp-content, and wp-config.php files/folders. The problem remains.
I uploaded the unzipped folder for twentythirteen to see if I could install it via the (at that time working) themes.php page. I received a 404 error. Deleting the unzipped folder brought the page back.
I tried uploading the zip folder through the themes.php page. It was successfully uploaded, but when I tried to activate it I received a 404 error page. When I tried to return to the themes.php page, I received a 404 page. I deleted the twentythirteen via my FTP program and could once again see the themes.php page.
I tried searching the themes to see if I could install the twentythirteen that way. Searching for any themes brings me to a 404 page.
I tried deleting all my themes except twentythirteen under the impression that it would revert to the only theme available to it in the folder. I ended up with a blank screen.
As an aside, I noticed on the themes.php page that there is nothing shown under the Available Themes header. The Current Theme information is correct.
I’m now out of ideas and didn’t find any answers other than what I’ve tried.
