hoe to make a new page

hello, i would like to create a individual file that will display the last posts.
so i downloaded the recent posts plugin. but i cant put the tag in a individual file.
how do i crate a file that has no header and footer, just a tag?
the file needs to go on my sites page.
please help me:) by the way when i say file i mean an php page
