2.7 Beta 3 Incomplete?

I tried to upgrade my 2.6.3 WordPress to 2.7 Beta 3, and found the Beta 3 download seem to be missing several files.

It only has the wp-includes directory in it, and some of the files for the main directory.

Where did everything else go? Will try downloading Beta 1 and Beta 2 to see if you have to upgrade in order.
