2.2 – static front page option not available

Correct me if I’m wrong, but I have been lead to believe (by this tutorial – https://www.richandstephsipe.com/wordpress/2007/02/12/wordpress-21-static-homepage/) that since WP 2.1, choosing to have a static page as the front page has been available on the ‘Options> Reading’ page in the WP admin.
I have just installed WP 2.2, but sadly don’t have this option available to me.Here is a screenie of the ‘Options>Reading’ page concerned – https://www.while.co.uk/wordpress/wp-content/uploads/2007/05/wp_prob.gif
I’d lilke to have a static front/ home page and use the blog page as the ‘events’ page of my site.
Any help is greatly appreciated.
