2013 Theme sidebar, and footer widgets don't act right

I am using the default 2013 theme in wordpress 3.7.1. I want to have a footer or primary widget area on posts only, and a sidebar or secondary widget area on pages only. Whenever we add widgets to the sidebar or secondary widget area it displaces the widgets in the footer if both widget areas have widgets in them even though only one widget area is called from the child theme setup. it appears as though the formatting is present although the widget is not.
