    Yes you are correct, it is by design that only one matched keyword will be link on the page by default, it is to avoid multiple links going to the same url from one page. However, we do have an option to disable this you can turn this option on to enable linking multiple keywords: https://prnt.sc/c6zygpJwNp_l .

    So in your example, you will not have both “basement waterproofing” linked
