2 Flat Rates for Shipping for 1 or multiple products

I am trying to set up shipping:

2 flat rates:

$8.50 for 1 book

$13.50 for 2, 3 or 4 books.

Problem is that I can’t have big or small flat rate classes.

I need it to allocate rate depending on number of products in the cart.

is this possible out of the box or do I need a premium plugin for this?
