2.6.9: manual Add Order for Guest customer fails to trigger account creation

I was surprised today discovering that if a manually added order to Guest customer is paid via order-pay endpoint, it does not trigger automatic account creation. Subscription and membership setup becomes orphaned and needs manual intervention.

Is there a filter I can use to hook this in?

Goal is to reduce redundant admin workload by eliminating having to create the user + passwords manually.
