1 Language Flag with no drop down

I have seen this question partially answered but I am still confused.
I use the code i pasted below in the custom CSS and that worked but only on the footer section.
I still see the current En flag language flag with a drop down menu to choose the french language.

}

My present site is in English but I want the Quebec french flag to show without a drop down menu. So when francophone views my site which is in English they will see the Quebec French flag and click it to go to the french content.
The drop down menu creates confusion.

please advise exactly where I need to enter the new code.
In examples I have seen it is not clear where the code needs to be entered.

The code I pasted works great if only it did the same thing to the header.

I am using a theme called Story by Pexeto.
