0% Tax rate New Zealand is taking away tax

I have had an ongoing issue, I’m in AUSTRALIA and ship to AUS and NEW ZEALAND- I have my prices INCLUSIVE of tax with 10% set up for AUS and 0% set up for NZ but when a NZ customer puts an order through it’s taking away the 10% tax instead of charging the full price with 0% tax , I’m loosing a lot of money due to this and I’m at a loss of what to do anymore
