???, local char in url

Im not sure what the corect term for it is, so im caling it local char in the URL ??
I am trying to change to a URL with the norwegian char ? in it, but when i enter the new adress in WP-options panel, i get an error page, with a reference to the url without the “?”.
So is ther no support for “local” char in wordpress?
Tried to search the forums for it, but dident realy know what to search for, so dident find anything…..
