a votin plugin with uploading files

I am still learning how to use WP, but someone asked me something and i have no idea how to implement it, or how to find a suitable plugin for the task.

I should have a page where people anonymously upload a pdf, for a votation, that must shutdowns itself after 48 hours.

This is the main thing.. I don’t know how if there is a plugin able to do something like this already.

(*A plus would be how to not allow to receive two pdf from the same user, but user are not registered and the vote is anonymous*)

May i have a suggestion?

Image Upload Error

Keep on getting this error all of a sudden when I try to upload any images to my WordPress site.

“error The uploaded file could not be moved to wp-content/uploads”

Hi there,
I am not an expert of WP.
But looking to create user gallery to upload images with downloadable file support, comments, user ratings etc…
It could be something like www.deviantart.com

Please help how to achieve that goal? Is there any plugin or template?
I saw image galleries but those are just for photos not support file upload/download.

File not uploading to WordPress

I uploaded a change to my custom.css file that shows up with my hosting company but doesn’t show up on WordPress. Any ideas what I’m doing wrong? I have the box checked to use a custom style sheet.
