This is what I did to resolve:
In cPanel navigate to the Security Menu and enter ModSecurity module.
Disable it for your site. Log out of your wordpress admin site and back in… Voila!
Worked for me, hope it works for others.
Please note, I have another security plugin, so this might not be an applicable fix for everyone.

Generally a 406 error is caused because a request has been blocked by Mod Security. If you believe that your request has been blocked by mistake please contact the web site owner.
I just activated the Plugin and set all my settings but none of them was saved and shown on the frontend.

]]>However, when I added other zones – one for Canada and one for Europe – then click edit on either of those, add my zip code and select the shipping methods I’d like, just as I did with the US settings, I will click save and the green notice comes up saying my settings have been saved BUT they really have not! When I do a calculation in my cart it says “There are no shipping methods available.” And then when I go back to edit the settings nothing had actually saved. I’ve tried to do this many many times and it just will not save these settings.
The US settings are great – I even printed a shipping label so this is perfect, but I need International calculations in my cart. Any help or suggestions with this would be VERY much appreciated as I really want to use this plugin!!!

Now, small problem, the settings on the individual page don’t get saved for me. Global settings do however and they cannot be overwritten on individual pages, so whatever I set in the global settings, stays on all pages.
