Limit Categories plugin not working in 2.1?

Has anyone got the Limit Categories plugin by Owen to work in WordPress 2.1? The plugin activates and settings show up under the “Limit Cats” tab, but every user can still post to every category. I was wondering if there was a simple fix, as I got great use out of this plugin in WordPress 2.04.

I’ve been trying to get LimitCats v1.1. to work for a while now, and I’ve had no luck. I looked for a new version on the main page of his RedAlt.com site, and didn’t see one (the “WordPress downloads” page just lists v1.1. However, I made one last attempt to find a new version (because I really liked the plugin when it worked with my previous WP versions), so I typed “limitcats,” “owen winkler” and “redalt.com” into Google, and I found a page at RedAlt with some persons asking about WP 2.0, and Owen suggested downloading the latest version, 1.5, with a link to it:

So, if v1.1 isn’t working for you, try this new version.

LimitCats Plugin and WP v2.02

I have tried all kinds of things to get this plugin to work. It used to work with a previous version (1.5.2) of WordPress. I set the minimum level to see ALL categories at 10 (admin), tried all kinds of category limiting, but no matter what I do, users below admin can still see all the categories. Can anyone help? I really want to limit which categories non-admin users can see and post to. Thanks.

LimitCats Plugin and WP v2.02

The current WP offers more user levels, and I can’t seem to get the LimitCats plugin (https://www.asymptomatic.net/wp-hacks) to work. It’s been a while since I worked with the plugin, and I can’t remember which is the admin level (1 or 5) vs. the lowest user level. I made sure it’s activated. Can anyone help? Thanks.

After the plugin is installed, while trying to upload an image to the site, the following error is displayed in the upload box:
