Drawing tool in Master Slider or suggestion for companion widget?

I would like to animate drawing on an image in one of the slides. Make it look like I’m circling words and drawing arrows. Can this be done within Master Slider (I am a newbie)? Or any suggestion for how to do this in another application and how might I import it in layers to Master Slider so that the drawings can be done in sequence?

We need to add two image files onto a public consultation webpage where we can allow the public to draw small sketches over the top of them and type in a comments box to provide feedback on a planning developement site. It is so they can give us their feedback on a planned development and let them come up with good ideas to develop the initial tentative plans. The drawings and comments can them be ‘submitted’ so we can see their sketches and comments.

Is there a recommended plugin which would allow us to achieve this?
