Theme Section not Working

Hello,

When I go to Appearance>themes and select “www.remarpro.com Themes” OR “Add New” I’m redirected to those pages but nothing shows up. I keep clicking and clicking and there isn’t a directory of themes for me to choose from, and I can’t upload any when I choose “Add Themes”. I select “Upload Theme” and nothing happens.
I can only switch between “Twenty Thirteen, Fourteen, and Fifteen” but I can’t even view “Theme Details” when I click on the other themes. Nothing happens.
I’ve already uninstalled and re-installed WordPress FOUR times today and nothing has changed. This is very frustrating.
Even when I click “Help” on the theme page, nothing happens.
Is there some bug or glitch going on? I need to update my website this is slowing my business down so much.

If I click anything such as Add Theme or Upload logo nothing happens?

If I click anything that requires an upload like “upload logo” the screen fades but nothing happens?

I have not seen this before.

If I click add theme, nothing happens?

"unexpected error" when trying to add theme

I have just installed WordPress. I go to Appearance and get the 3 default themes. I try to add a new theme and I get “An unexpected error occurred. Something may be wrong with www.remarpro.com or this server’s configuration. If you continue to have problems, please try the support forums.” I can get no further.

I try to upload a theme (it’s in a zip file) and I get “Missing a temporary folder.” Again, I’m stuck.

I have added /tmp folders multiple places following suggestions from another post.

I’m new at this so if you have an idea, please give me step-by-step instructions.

Where is the Public_html folder?

I would like to add a new theme to my site, which I have the files on my computer. I downloaded a FTP client (coreftp). When I log in there, everything loads up fine, but I do not see the Public_html folder. All that is there is:

www.apache.org
www.cpanel.net
www.cpanel.net
www.modsst.org

Whenever I try to open one of them, it says this in red: HTTP/1.1 404 Not Found
