Is it possible to configure in your plugin popup for the visitor confirmation with cookie and privacy terms ? I need to make popup with overlay and confirmation buttons. Please help.

I need to create two popups where visitors could click on agree button and confirm that they agree with privacy and cookies terms of my website. Is it possible to make popup with two tabs where I can publish my cookies terms and privacy policy?

By default your cookie panel show popup on bottom side of the front page. Is it possible to move this cookie panel to the top side of the website?
