It works but it is very limited. We can not have a preview of the email sent, and we can not test only on a single user without having to uncheck everyone. There is no wysiwyg ..

(Update: The recent v4.2 update to WP broke compatibility with this plug-in, but as of v4.3.1, it is working once again! Yea.)
I used this plugin for years and it has worked well despite becoming unsupported long ago.
You can edit it to email a custom message (with some tweaking, I was able to get it to send HTML notifications), with a Management page that let you manually select individual users who wish to “opt-out” of the mailing list.
It’s quite old and on some servers can take a very long time to email every user unless you “Schedule” your latest post for later. And (depending on your server) it may email everyone with every Update if you don’t temporarily disable it first.
I am so glad I am able to use this plugin once again because there just is no other plugin that does what this does… which is to simply send an email to every registered user letting them know of new posts. I tried several other plugin’s claiming to do this when it stopped working, but none of them actually worked. Frustrated, I returned to this plugin and was thrilled to find it working once again.

This plugin works, and I’m glad of that, I think the ability to notify all users of a new post is important, however I would like to see some development of the plugin, for example:
I’d like a simple check box to choose to notify all users or not.
I’d like to be able to choose to sent just a link to the post, link and summary or the full post.
I’d like to see better multi-lingual support, not sure ho this would work but there’s no point in notifying french speakers of spanish posts.
