One thing: it better to take subtotal value instead of a cart total value.
in this way it’ll exclude tax, and fix shipping if less than minimum.

This plugin is nice and works fine, but in the place of currency “USD”, please use the function get_woocommerce_currency_symbol() , to get the site’s currency.
