One of the easiest cookie consent plugins I’ve tried and it looks great by default. It’s not as customizable as some of the others but I didn’t find the need to customize it much (although it might be a good idea to have such features for more advanced use cases).

I really like how this plugin allows multilingual options and support for Polylang and WPML. The plugin author replies quickly to questions and works to keep the plugin updated.
The code is secure and unlikely conflict with another plugin.

I tried our more than a dozen different cookie consent plugins. WF cookie consent is by far the best one to me! (1) It’s got a beautiful minimalistic, very unintrusive design (white top or bottom bar). A cookie consent notice just couldn’t be more discrete than this one.
(2) It is customizable. And (3) WF cookie consent works perfectly with the polylang multi-language plugin. (You’re able to customize the info text for each language that you’re site serves.)

I wanted to add this in my websites, this plug in is easy and does the job fine and without being disturbing.
If you don’t want to provide a “learn more” text just press space in the empty field at options. If you leave it blank it will display “Learn More”.

I recently received an email from Google Adsense that I needed to have cookie authorisation. I found this plugin and installed, very easy to set-up and works great.
One minor observation could be useful the link text for “provide more information” is displayed on screen, it would be better if this was automatically hidden and formed the “Learn More” link
