Html special characters not displaying correctly

Hello,

I have strange issue. My website name contains ‘ (apostrophe) and when notification is sended it gets changed to html code instead of normal character. I also observed that it’s happening to some other plugins when they try to display my website name. Does anyone have idea why it’s happening & how to fix it?
