I appreciate the intention of this plugin, but it disabled the default Gravatar for many of our users, which is a problem. We need a fallback to a custom avatar, not an override.

I’v tried many of these Plugins and deleted them.
This one does the job!!
Easy to setup – dont get fooled by the description, its realy easy.
Just upload a default and your personal avatar to, lets say to
/wp-content/gallery/avatar/myavatar.gif
/wp-content/gallery/avatar/default.png
(or gif, jpg, png)
Put that links in diskussion and your user profile and you are done.
For additional user you can do the same
As I said it eliminates the requests to gravatar and helps for your page-speed and google ranking.

This plugin indeed covers a issue in a wp install 2013. The authors decition of the logic flow is right on spot.
This plugin miss a greater reviev becouse the hassle of image urls. Copy and paste usrls in text fields are not a great user experiance and my user wont start doing that.
The plugin needs a choose image from lib or Upload yourself from computer.
