I like the concept and was already using something like this which is working good for me except that it is not fully ajax based + becomes very slow when you have lot of plugins & groups though it should not had if plugin was made properly with performance in mind like ajax + one json in the database to read & update which will make it lot faster.

I want you to take inspiration from this plugin for your plugin development. Some features to highlight is => associate colors to groups, ajax based, single json in database for write/read/update,multisite shared settings,bulk management,etc

Its possible to install in multisite.
But it not possible to reuse the categores.
It Will only be usefull if this option is paste to all other multisites.
