Can we place the sticky notes on a user’s profile page?

I don’t see how to create a sticky note. I just updated to WordPress v3.6. Is it working with that or do I just not see something?

The original version is for administrators, but in a intranet setting it would be great to have it for other users as well… Is it possible to change that?
