is it Possible to place shortcode into a page?

Plugin idea is nice.
Some things that I wish should be there:
1. When user click on follow button, It should show preloader icon until it shows followed.
2. When user follow any cat/tag, current page should be reloaded to show after effects.
3. Provide a shortcode to display all topics(cats/tags) on homepage from where user can follow desired topics (e.g. quora, etc).
