I dont understand the steps for activation

Visit the 'Settings > Cache' page, select your preferred options and save them.
    Add the following constant to your wp-config.php file: define( 'FS_METHOD', 'direct' );.
    Add the rule listed in 'Settings > Cache' to the beginning of your .htaccess file.

?What rules I need add?

?Where put the constant in wp-config?

?Its not possible a automatic system for the activation?
