Received a comment with My article on another site.. Confused :S

I received a comment today that is waitong for approval.
The comment on my post is basically a link to another blog that took my post without even putting a reference to it (Not putting my link back..) Is this stealing ? Why would someone leave a comment with a link to their blog with MY POST on it ? Should I mark the comment as Spam.. I’m a bit confused on what to do..
