Small App- A member club

Hi,
I am new to WordPress. I want to create a websites which is like a club that users can signup and enter some information and then, can search for other members with specific criteria. If they find their required information, they have to pay and then can get the required information of the searched members. What are the best plug-ins to use? No problem if a little bit programming needed.
