Public & Admin Access Not Working

So my main problem is regardless of the ranks I set under a page basically any user is able to see the page from the frontend of the site no matter what ranks I specify and it is only the logged out users who are redirected to the custom redirect.

My second problem is the Admin Access which I would assume means that only roles put under those ranks have the ability to see and edit those pages/posts but yet again I have the same problem, any user with a role with the edit pages permission can see and modify these pages as well as when they create a new page they can select any page including the ones restricted so they should not have access to as the parent page of the new page.

Could the developer please fix this or could someone suggest a fix?
