WordPress contact form spam – Nothing works

I started getting emails like this shortly after finishing the website.

Sent from [email protected], random numbers and varied email addresses with no message body.

I have tried SO many fixes. I am using Contact Form 7. I’ve tried captcha, requiring a certain amount of characters. I’ve even deactivated the Contact form plugin itself and these emails still come in! I even went to the extent to put the entire site on maintenance mode, not at all reachable and STILL, these emails come in. I’m at the end of my rope. I’ve tried every suggestion I could find.

How can I still be receiving these emails if the site and/or plugin is not even active?
