Error – Missing a temporary folder

I read it but it does not suite me.

I have the same problem with uploading media. I get the “Missing a Temporary Folder” error message. I also use the default wp-content/uploads to store uploads. The problem I have is that there is no folder of that name in the download of WordPress 2.8 I got. Do I just add the folder? Or, is there something else.
