Navigation border

I want to have a centered header layout. But I like the borders on the navigation that the Navigation Below (Primary) has. Is there a way to make that happen? Basically, I want the logo centered, the navigation under it centered, plus a border above and below the navigation. I tried CSS for the borders but there’s a weird space at the bottom I’m not sure how to get rid of.
