Change password form: confirmation input missing

Hi there!
We are having trouble with the change password UM system.
Non-logged user can’t see the second ‘confirmation’ password input, and the process can’t get completed. But if logged, I can see both inputs… Also the form does not appear to be the same. You can see that in the pics.
I have deactivated all plugins, cache, etc… no luck…Any help? Any idea why is this happening?
