WP Spicy Web 2.0 – Posting problem

I am having a most difficult time giving my visitors the option to POST. This particular theme is one of the most difficult that I have used. I use it because it meets my theme requirements (red for a Fire & Rescue agency). Can someone show me what I am missing? How can I get a ‘link’ on the BLOG that is visible so that my visitors can POST?

My second cause of heartburn is that pesky META widget that I cannot seem to modify or remove. The one that I want has the ‘login’ capability, the second one is the one that I want to remove.
