My stylesheet fell off!

Can someone tell me why my style sheet is no longer attached (as long as that is actually the real problem…

The code seems to see it:
<style type=”text/css” media=”screen”>
@import url( https://newbiedesigner.com/wp-content/themes/df_simpress/style.css );
</style>

I was tweaking the style sheet so I thought it might have been something I did but I replaced it with the old one and I still have the same problem.
