Google_Service_Exception Error

I am using the .Tube Curator plugin and am getting the following error.
Google_Service_Exception Error calling GET https://www.googleapis.com/youtube/v3/search?part=id&channelId=UC9qIJxF4Nxa55Fm0YZJ25rA&maxResults=10&order=date&type=video&videoEmbeddable=true&publishedBefore=2017-11-14T23%3A59%3A59%2B00%3A00&pageToken=&key=AIzaSyDlLHZbw5Yd2gDxrUEgZzIGwEa5V5_ULUs: (403) The request did not specify any referer. Please ensure that the client is sending referer or use the API Console to remove the referer restrictions.

When I remove all API restrictions it works fine, but when I try restricting the API to only my web address it gives me this error. Is this on the Google API side? I’m not using IP for restriction because I believe I am on a dynamic server.
