Cant click on HTML tab and missing Upload Media buttons

    When you go to post/edit a post/page I am having some trouble. I am missing the upload media buttons that are normally there and I also can not click on the HTML tab. I am stuck in on the Visual tab. Any ideas as to whats going on?
