Downloading WordPress Site with Dreamweaver

Before I purchase an ftp client, I wondered if it’s possible to use Dreamweaver to download my entire WordPress site, then use Dreamweaver whenever I need to publish a file or plugin. To really make it work locally, I’d have to figure out how to download and link to the database as well. But it would be kind of nice to be able to work on my site locally, then publish working files online.
