Broke images while changing directories

After installing wordpress into a custom director (https://www.host/blog), I found that the links at the top of the page for the site main page as well as the links for each post were broken. I assumed this had to do with having a custom install folder name, so I went into wp-admin and attempted to change the Blog address and WordPress address. I changed both of these and attempted to load to test the results, and while the links are fixed now and the content loads, my images and background templates are lost (). I tried using this codex link to learn more , but it doesn’t seem to help. Now, I can’t get back to the wp-admin screen to undo the changes! If I type in the blog/wp-admin/index.php I will get redirected back to the main page, as in the following link (https://www.keytechinc.com/blog/index.php/wp-login.php?redirect_to=http%3A%2F%2Fwww.keytechinc.com%2Fblog%2Fwp-admin%2Findex.php).
I seem to have created a loop that keeps me out of the wp-admin. Does anyone know if I can reset to the default settings and start over? Or how can I force the wp-admin page to load? Since this is brand new blog, I can also scrap the entire thing and start over, but if I do that do I need to clear database tables?
